This course is designed to give you practical knowledge of local government and resource management legislation (including current reform initiatives).

In this course, you will discuss the requirements of the legislation and be able to apply knowledge to a variety of planning and resource planning permission scenarios.  You will examine the functions and responsibilities of central and local government agencies, and explore current policy and changes to the law of importance to practitioners.   You will also discuss the Treaty of Waitangi/ Te Tiriti o Waitangi and its significance in environmental planning.

Topics covered include:

  • The purpose and principles of the Local Government Act
  • Functions and responsibilities of central and local government agencies
  • The reasons for current resource management reform
  • Resource consent processes under existing and proposed legislation (including the Natural and Built Environments Act)
  • Consultation requirements under environmental legislation, including the principles of Te Tiriti o Waitangi
